AVSEC seminar in Tashkent


Tashkent (Uzbekistan), 26 April 2013 – Upon request of several ICAO Member States in the Eastern part of the EUR region, two regional officers from the ICAO EUR/NAT regional office held an AVSEC seminar in Tashkent from 15 to 17 April 2013. 21 AVSEC experts from 5 different States (Kyrgyzstan, Moldova, Georgia, Ukraine and Uzbekistan) attended the seminar. Topics were chosen to follow up on the ICAO High Level Security Conference (September 2012) and recent developments in the past 6 months. The seminar aimed to provide States with a better understanding of the decisions and the respective implementation action expected from States.

Young Aviation Professionals Programme


We are currently accepting applications for positions under the Young Aviation Professionals Programme, recently established through a Memorandum of Understanding between the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA) and Airports Council International (ACI). The selected Young Aviation Professional Officers will be given the opportunity to advance their knowledge and understanding of regulatory activities and of the airline and airport industries.

RASG-EUR/02: Member States establish a Regional Expert Safety Team to develop Aviation Safety Initiatives in Areas of EUR Region not covered by EU/EASA Regulatory Framework


Paris (France), 27 February 2013
– Member States and International Organizations of the ICAO European Regional Aviation Safety Group (RASG-EUR) agreed today to establish an expert safety team to support the development and implementation of safety enhancement activities in the part of the ICAO EUR Region which is not covered by the regulatory framework of the European Union (EU)/European Aviation Safety Agency (EASA).

16 th Meeting of the Air Traffic Management Group – Eastern Part of the ICAO EUR Region held in Chisinau, Republic of Moldova.

– Around 30 participants from nine States and three international organisations attended the 16 th meeting of the Air Traffic Management Group Eastern Part of the ICAO EUR Region (ATMGE/16) which, thanks to the kind invitation of the Moldavian Air Traffic Services Authority (MoldATSA), was held in Chisinau from 10to 14 December 2012.

Safety Management Systems Implementation Course held by ICAO EUR/NAT instructors in Moldova


Chisinau (Moldova), 26 October 2012 – Upon request from the Republic of Moldova, instructors from the ICAO EUR/NAT Regional Office held a Safety Management Systems (SMS) implementation course in Chisinau, from 22 to 26 October 2012.

The course was attended by 26 professionals from the Civil Aviation Authority (CAA) of the Republic of Moldova whose effective support made the course possible.

EANPG Programme Coordinating Group/54: main decisions and actions


Paris (France) – 19 October 2012 –
The ICAO EANPG Programme Coordinating Group (EANPG-COG), whose 54 th meeting was held this week in Paris, approved today a list of several safety provisions which will be submitted for final approval to member States from the European Air Navigation Planning Group (EANPG).

The above-mentioned provisions are aimed at improving the safety of various Air Navigation domains such as for example: airspace, air navigation, communications, aviation meteorology, performance based navigation, AIS/AIM, safety monitoring etc.

Significant developments towards a more seamless ATS route network whilst reducing aviation’s impact on the environment at the RDGE/17 meeting in Yerevan


Yerevan (Armenia), 28 September 2012 - Thanks to the kind invitation of Armenia, the 17th Meeting of the Route Development Group – Eastern Part of the ICAO EUR Region (RDGE/17) was held in Yerevan, from 24 to 28 September 2012.

A total of 156 existing route proposals were reviewed and 14 new proposals were agreed for incorporation into the RDGE ATS Route Catalogue by over 70 participants from 24 States and 3 international organizations during the RDGE meeting and its subgroup sessions. A significant contribution to the successful outcome of the RDGE/17 was the active participation of several key States from the Middle Asia and its interface Subgroup, which had not been able to progress on ATS route developments since the RDGE/14 meeting in April 2011 as well as the attendance of the Democratic People's Republic Of Korea which greatly contributed to the work of the Far East Area and its interface Subgroup.

The Continuous Monitoring Approach of the Universal Safety Oversight Audit Programme: more than 40 officials attended the ICAO workshop held in Paris this week at the premises of the EUR/NAT Office.


Paris, 21 September 2012- From 17 to 21 September 2012, ICAO conducted a seminar/workshop on the implementation of the Continuous Monitoring Approach of the Universal Safety Oversight Audit Programme (USOAP CMA) and on the ICAO State Aviation Safety Tools (SAST). This seminar/workshop was attended by more than forty officials, most of them being the designated National Continuous Monitoring Coordinators (NCMCs) from their States. It enabled to provide important updates regarding CMA and SAST and to facilitate the exchange of experience in these fields between States in the Region. The full launch of USOAP CMA will be on 1 January 2013.

ICAO, IATA and other aviation industry stakeholders established a joint Performance Based Navigation (PBN) “go team”


Moscow (Russian Federation), 7 September 2012
- A joint ICAO/IATA/aviation industry PBN Go Team was established to support implementation of Perfomamce Based Navigation in the Russian Federation. The Team met on 5-7 September 2012 in Moscow and  was hosted by the Federal Air Transport Agency of the Russian Federation and ATM Institute. The meeting was attended by about 20 representatives from the FATA, ATM Institute, ATM State Corporation as well as from leading aircraft operators.

The ICAO/IATA PBN Go Team reviewed the national PBN plan of the Russian Federation and the status of implementation. As a result of the meeting, a draft report was prepared containing recommendations to further progress PBN, not only in the Russian Federation but also in the whole Eurasian area.

ICAO EUR/NAT coordinates volcanic ash exercise in Kamchatka


Moscow (Russian Federation), 16 January 2013 -
Spanning multiple time zones, the aviation community came together to exercise a volcanic eruption in Kamchatka, Russian Federation from 2100 UTC on 15 January 2013 to 060 UTC on 16 January 2013 under the guise of ICAO. The objectives of the exercise were to test information flow of volcanic ash products which involved the volcano observatory in Petropavlovsk-Kamchatsky, Russian Federation (called KVERT), Volcanic Ash Advisory Centre (VAAC) Tokyo, Meteorological Watch Offices, and International NOTAM Offices. The information provided allowed coordination by area control centres, national air traffic management centres, airlines and operators to review changes to simulated flight plans and coordinate adjusted air routes to avoid volcanic ash.

The European Air Navigation Planning Group (EANPG) celebrates its 40th year with a very high attendance from States and International Organizations showing also increasing efforts towards a better interregional coordination.

Paris (France) – 6 December 2012 - The European Air Navigation Planning Group -which was established in 1972 by the ICAO Council in order to pursue aviation safety, efficiency and sustainability in the ICAO European Region in a coordinated way - celebrated this week its 40th anniversary with a very high attendance from States and International Organizations.
The EANPG convened for the first time in the premises of the European and North Atlantic (EUR/NAT) Office (Paris) from 14 to 21 November 1972 and counted 11 Member States compared to 56 Member States today. Among them, 52 are Members of the ICAO EUR Region (please see the yellow area in the map below) and 4 are member States of adjacent ICAO Regions having a strong interest in further improving the interregional coordination of Air Navigation Planning, especially in the Mediterranean area.

Sustainability of Global Air Transport: Aviation Community from the ICAO EUR Region united in advance of ICAO Sixth Worldwide Air Transport Conference


Paris (France), 14 November 2012
- Representatives from Member States of the ICAO European Region, including ECAC Member States, international organizations and representatives from the aviation industry pledged today to intensify efforts towards greater sustainability of air transport by addressing new challenges facing the industry and the implementation of ICAO rules. These rules address such fundamental issue as: consumer protection, air carrier ownership and control, market access, safeguards, taxation of international air transport, economics of airports and air navigation services including infrastructures’ financing.

ICAO Safety Management Systems (SMS) course for Tbilisi and Batumi airports.


Tblisi (Georgia), 5 October 2012
- It is vital that the aviation industry itself constantly consider safety risks and take proactive action to make aviation as safe as possible. To that end, the implementation of an effective Safety Management System SMS) enables airports, airlines, air navigation service providers and other aviation operations to adopt Safety Management Systems (SMS) aimed at identifying and mitigating potential safety risks long before an accident occurs or, in the best-case scenario, a Regulator could raise an issue during an audit or visit.
An SMS is a systematic approach to managing safety, including the necessary organizational structures, accountabilities, policies and procedures. To assist organizations in their implementation of an SMS, ICAO conducts Safety Management Systems (SMS) courses upon requests from States and organisations.

The following States provide extra-budgetary funding of a project to review and revise ICAO Doc 7754:

The European Air Navigation Planning Group (EANPG) is composed of the 52 ICAO Contracting States that provide air navigation services in the European Region (see map). One of the main responsibilities of the EANPG is to manage the European Air Navigation Plan – ICAO Doc 7754.
