Brussels (Belgium), 24 April 2012 - To assist States in providing the required notification of their implementation plans for the new ICAO flight planning provisions, the FPL 2012 Task Force finalized draft text which may be used by States to develop their individual Aeronautical Information Circulars (AIC).
The new ICAO flight planning provisions arise from Amendment 1 to Procedures for Air Navigation Services – Air Traffic Management (PANS-ATM, Doc 4444) and become applicable on 15 November 2012. In accordance with Annex 15 (Aeronautical Information Services), States are required to provide information concerning their individual implementation plans, such as when they will accept fight plans using the new content and format. The draft AIC templates, developed by the Task Force, will assist States to publish this information.
Two versions of the draft AIC template have been produced. One template will be more useful for States which use the Integrated Initial Flight Plan Processing System (IFPS) service and one will be more useful for States which do not use the IFPS service. States are encouraged to publish their FPL 2012 implementation information as soon as possible. The Task Force was also provided with a demonstration of the Computer Based Training, developed by the Network Operations Directorate of Eurocontrol, regarding the changes to the ICAO flight planning provisions.
